How venture capital works in Saudi Arabia
Saudi Venture Capital (SVC) and Jada Fund of Funds commit capital to fund managers, and founders reach it through the funds they back. SVC, a subsidiary of the SME Bank, contributes up to 65% of a fund; Jada Fund of Funds, backed by PIF, has more than 3.5 billion in commitments and 1.1 billion deployed across 47 portfolio funds. Both back RAED Ventures, Vision Ventures, Khwarizmi Ventures, SEEDRA Ventures, HALA Capital, Joa Capital, Outliers Venture Capital, Rua Growth Fund, Sadu Capital, Merak Capital, Sukna Ventures and Growth Catalyst; SVC also backs Impact46, Sharaka Capital and Propeller. SVC's Direct Investments programme invests in Saudi-based startups and SMEs and companies expanding to Saudi Arabia, from a minimum ticket of SAR 1,000,000 and for at most 30% of each round.
Stages and tickets: early-stage venture capital in Riyadh includes SEEDRA Ventures and Sadu Capital (pre-seed to Series A), Sukna Ventures (pre-seed to Series B) and the venture studio BIM Ventures (pre-inception to seed). For later rounds, Tech Invest Com invests from Series A to B (seed opportunistically) out of SAR 1 billion committed capital, Impact46 from seed to pre-IPO with a SAR 500 million Fund III and Waad Investment from pre-Series A to Series B ($200 million targeted value); Growth Catalyst's fund made a SAR 360 million first close in June 2026.

STV's $100 million AI Fund, backed by Google, targets AI-native startups across MENA, and Propeller invests in AI infrastructure and AI-native applications. KAUST Innovation Ventures (health, energy, food, water, AI) and Riyadh Valley Company (RVC), King Saud University's investment arm, back deep tech and university research. E-commerce is among the sectors of Impact46, RAED Ventures, Vision Ventures, HALA Capital and Joa Capital; Impact46 also manages a SAR 150 million gaming and esports fund, and Nour Nouf Ventures invests against four impact pillars.
Applying: s60 Ventures, Tech Invest Com, Nour Nouf Ventures, KAUST Innovation Ventures and DAAL Ventures take applications through their own sites, and Sukna Ventures and Sharaka Capital publish application forms; Outliers Venture Capital and Propeller are reached by email, with no form. Vision Ventures asks for a live MVP, full-time founders and a company incorporated or incorporating soon, Suhail Ventures for a launched product with traction, a full-time team and sound unit economics, and HALA Capital for full-time founders with month-over-month growth. Suhail Ventures, Nour Nouf Ventures and DAAL Ventures say on their own sites that companies from abroad can apply, and KAUST Innovation Ventures does so for companies operating in, incorporated in or willing to relocate to Saudi Arabia.
Where they sit: venture capital in Riyadh is the densest cluster — Pinnacle Capital, SEEDRA Ventures, Joa Capital, BIM Ventures, Sadu Capital, RZM Investment, Waad Investment, the King Saud University Venture Fund (SparkLabs KSU Fund I), Palm Ventures, Sukna Ventures, Sharaka Capital, Growth Catalyst, s60 Ventures, the SAB Invest X-Tech Fund, JIMCO, Wyld VC, Artal Capital, Hevolution Foundation, Redesign Health (Sanabil Venture Studio), the Watheeq PropTech Venture Fund, the anb Seed Fund, Mad'a Investment Company, Ula Capital, MASNA Ventures, Core Vision Investment and Fintactics Ventures all name Riyadh on their own sites. Jeddah has Wadi Jeddah, Nour Nouf Ventures and the Jeddah offices of Palm Ventures and Sukna Ventures; in the Eastern Province, HALA Capital and DAAL Ventures work from Khobar, and KAUST Innovation Ventures from Thuwal. Most Riyadh funds take pitches from founders anywhere in the Kingdom, so the city of a fund matters less than its stage and sector focus.

Which Saudi VC funds are backed by SVC or Jada?

SVC also backs Impact46, Sharaka Capital and Propeller. The Dubai Future District Fund is a further backer of Outliers Venture Capital.
Can founders from outside Saudi Arabia pitch Saudi VC funds?
Yes, where the fund's own site says companies from abroad can apply: Suhail Ventures, Nour Nouf Ventures, DAAL Ventures, KAUST Innovation Ventures (for companies operating in, incorporated in or willing to relocate to Saudi Arabia) and the corporate VCs 1957 Ventures and NEOV — NeoVentures (SNB). Some funds invest within a named region: RAED Ventures, Nama Ventures and Tech Invest Com in MENA, Joa Capital in Saudi Arabia and MENA, Khwarizmi Ventures in the GCC, HALA Capital in the GCC, Egypt and Jordan, and s60 Ventures in KSA, the UAE, the UK and Europe. It depends on the fund. What is the difference between SVC and a VC fund?
Saudi Venture Capital (SVC) is a fund of funds: it contributes up to 65% of a fund's capital to VC managers, and startups reach that money through the funds it backs, while a VC fund such as RAED Ventures or Sukna Ventures invests in startups itself. SVC also invests directly through its Direct Investments programme (minimum ticket SAR 1,000,000, at most 30% of each round) and matches angel tickets of OQAL Angel Investors Network members up to 1:1, SAR 100,000–7.5 million per round. Jada Fund of Funds invests in funds, not in startups.
